Deducting one level would work well. I know what you mean about letting Pokémon get weak, too. A lot of threads I've modded end up with the other person dodging almost every attack, and the Pokémon seem to have endless HP. I'm guilty of that too. Incentives to losing is DEFINITELY needed, and I'll implement this into the rules.
There could be somewhere trainers could go to solve say, a puzzle or riddle a day to earn a level. Perhaps a staffer could set the daily puzzle/riddle, then members could PM them the answer and which character and Pokémon would receive the level? Also, to combat excessive level growth, there could be a level cap. For example, you can only give a puzzle-earned level to a Pokémon below level 12 unless you have the first gym badge, etc. They can still level up more in battles, just not through puzzles.
Writing challenges would earn more levels than puzzles since they'd take a lot of effort. Perhaps they could focus on one specific Pokémon? That would help flesh out the individual Pokémon on a character's party, as well as make people more attached to their characters and their character's Pokémon. Wouldn't have to be very long. What sort of challenge would be set?
I know someone like you wouldn't go charging in with the Master Balls at the first glimpse of a legendary, but we'd have to be careful with legendary plots. I'm all for them, as well as mini-bosses. They wouldn't necessarily be legendaries since most people won't be strong enough to bring them down even as a team, but could still be very high leveled Pokémon. Say a Tropius goes on a rampage in a tropic rainforest and people need to stop it. Also we should have a tropical rainforest.
One of the routes is a volcano and another is a cave, but yes we need a canyon, islands, glades, and I really love the idea of a castle. Rainforest would be good too. A lake (water), ice sheets (ice), stormy plane (electric), scrapyard (steel), maybe something lava-related for the fire types, too? Just writing whatever comes to mind.
Have to say I agree with Rin with the gen movesets, and I think the item to get old moves is a useful compromise so your Charmander can still learn Metal Claw if it wants.
Crazy as it sounds, I'm inclined to opt for making a massive list for every route. Glad to be able to enlist your help, Rin! I'll post a thread in the staff board with a list of every Pokémon including Eneramons, then once we give a Pokémon a route to appear in, we can make it's name bold so we know which ones can and can't be found so far. That way once we're done drafting we'll know which Pokémon we've missed out so can ensure everything can be found somewhere. Each species can be found in more than one place, of course. I'll also get round to finishing sorting the Pokémon by rarity as I was doing in the rule section before I disappeared. I'll make a guide to Pokémon encounters for mods as well. I think I'll also make myself a to-do list so I don't forget any of this xD
